unfortunately, this comment from the report reveals the situation for which UTEP Athletic's must address each year:

".... El Paso is a metropolitan economy with more than 830 thousand people in which per capita income lags national per capita income by more than 25 percent (Fullerton and Walke, 2014). Given the latter, it is perhaps not surprising that UTEP generally ranks among the lower echelon of athletic departments in terms of total football revenues (ESPN, 2008). Ticket sales, thus, play a central role in Miners athletic budgets."
