tI think the paint accents are nice. If you observe southwestern art, both country and native, you will notice those colors used going back generations. At least that's what I have noticed. It all has to do with the fact we live in a desert region of the united states. People visit and notice the harsh landscape, the outdated commercial buildings, and this is a major, major enhancement to win hearts and minds of visitors. For example, I had to help pick and drop off religious dignitaries from around the country who came to participate in the installation of the Diocese of El Paso's new Bishop (at that time). Their minds were blown!! One, they had no clue how big El Paso was and second, the I-10 improvements really, really impressed them.
And I was tempted as hell to play the old W.A.S.P. 80's metal song "I'm blind in Texas"
