Looks like Russia already has one.

Most scientists are saying Russia cut too many corners and worry that it won't be effective and may not be safe. I guess we will find out soon, if Russia can be trusted to report the results accurately.

I believe they just wanted to be first. They won’t be honest if it succeeds or not.
