Since no fair catch signal was given, that's the fault of the Arkansas punt coverage to not smother the North Texas punt returner after he caught the ball. No "new rule" needs to be created here. Arkansas' special teams just needs better coaching.

Not a doubt in my mind if the roles were reversed in that game it wouldn't be an issue. Damn boosters from Arkansas probably made the AD make a bid deal out of it.
