Easier said than done.
We're talking about a culture that's been in existence since before the Bronze Age?
Rich corporations & governments need to infuse these populations that exist throughout the world with $$$ and a level of living and education that eliminates this thought processes in a culture.
Unless, of course, these rich corporations and governments are in it to thin the herd.
