Well that's too bad. What they could do is , the gym that I go to. The lifeguards have little kids prove to them that they know how to swim before letting them go inside the pool. If the kid is able to swim they give them a wristband. If the kid is unable, kid is not allowed.Maybe beaches need to do that with adults??

According to the article, people have been swimming despite the "double flag" warnings that indicate the beach is closed to the public. People have been fined for ignoring the warnings. If there is already a law that says that the beach is closed during these warnings, and people are breaking the law to continue swimming, what exactly are you proposing to keep people from swimming? These people who are willing to risk a $500 fine aren't going to bother with your gym wristband.
Well that seems like security problem. The beach should a better job securing that location.

Should also ban Cinncy street after 9pm to 6am. Close the El Paso freeways from 10pm to 5am.
