Im sure there is ways to move money around. I ve seen Breaking Bad and Ozark. Can't Utep borrow from itself??

Plus it says money was for help transition to the MW. So it really doesn't say where exactly that money is going. I think getting a 5 star QB counts to that. It would help Utep in the MW.
