At the end of the day, the city vaguely worded their paperwork, which it never should have. And that just gave leeches like Max Grossman the opportunity to block this whole thing from happening. There is enough blame to go around. It took the city well over a decade and a half to get this far, and now I would would not be suprised if it takes another decade and a half before we see anything else happen.
