So much for the NIL concept. Total smoke screen. UTEP should just give up already.
UTEP isn’t going after the same recruits that Utah is. They haven’t been on the same level for 25 years, even then, not really.

UTEP can still get the 80-85th guys on the Utah roster. Once they haven’t played and are ready to transfer with their truck.

What actually caught my attention there was that the leases end if they transfer or otherwise become ineligible. What happened to the whole NIL is not tied to the university crap? Seems Utah's collective tied their NIL directly to the players being enrolled and eligible to play at Utah.

Sounds like pay to play to me which is not what NIL is supposed to be. The NCAA no longer has any authority over players. We have entered the age of college football being a development league for the NFL.
