Ball control offense CAN work; Ohio State famously won a national championship with a low-octane offense. BUT it requires a dominant defense, to get the ball back into the hands of the offense and win the time of possession and, over the course of the game, wear the opponents down.
FIU won the time of possession 36-24. Really everybody should have known after the Army game; UTEP's defense can't get off the field, and is just a DISASTROUS match for this offense. So being dominated in this stat by FIU is terrible, but at this point of the season is hardly surprising. If Kugler wants to run this type of offense, he really needs to put a premium on the DEFENSE. And that is his greatest failing, IMO.
