OT: El Paso's new trolley cars

I just heard they're concerned Stanton is too steep, so they're going to put a big box of sand on the front of each car.

Why not just have passengers get out and push?

Those are manually powered cable cars (via pulleys with a motor). El Paso will have street cars run on an electrical system I beleive. Not sure I understand the sand though?
