Many times, a party will introduce a bill that they know the other side won't support just so they can twist words. For example, baby formula. They passed a bill like 400 to 9 to fix the baby formula crisis. But then introduce a bill that won't fix the crisis for posturing.
Ted Cruz does this all the time, especially with the border. He introduces a bill he knows Democrats will oppose so he can say 'see, they want open borders.'
